To clarify. The character rules which state your characters may have no relation nor may you transfer items has existed since server launch. The ability to have multiple chars on one account was a bug not a feature and was recently patched. While we didn't ban anyone for specifically exploiting this any of those transferring items afterwards or in traditional matters face the punishments. In the end it doesn't really matter why you circumvented gameplay mechanics, only that it happened.
