So as Baldrick stated above, the police are allowed to stop you, if you are carrying a weapon, and ask for your licence, so this is not especially relevant to this PK. On top of this, if you watch the video, you were in his field of view, so he did not "metagame" the sound of the shotgun equipping. I have been told that the reason for this PK was initiating an armed conflict with the Police, and no value for life.
Due to the evidence from the video, I think both of these reasons stick fairly easily.
