Sudo, you are actively defending rule-breaking. No matter how it is phrased, the rules prevent the FBI from being corrupt for the rules themselves say that they have gone through extensive training and are disciplined by federal enforcement, meaning they wouldn't quite go rogue and commit a felony. It even specifies "they are meant to be noncorrupt agents of the state", and any justification allowing them to condone corrupt acts should be classified as irrelevant due to you finding loopholes within the wording. The FBI agent broke a rule thus this should be voided
