Although if you wanted to start utilizing the bank you could make a legal faction that can handle things like opening bank accounts for people and stuff like that

maybe illegal items can be put in the item bank elsewhere on the map, because realistically they wouldn't take a bunch of drugs and guns

A limit for ammo exists. ATMs are more scarce than they previously were, but only permitting at the bank would do more bad than good.
