+1, I like the idea of a Mexican cartel in South Side and including more Hispanic culture to the server is nice.
However, I don't believe the Gulf Cartel would be interested nor has the resources to expand to New York. Their main sphere of influence in the US was border states like Texas, also their focus during the 1980s was smuggling cocaine for the Cali Cartel through exploiting border flaws & bribing INS and state officials for their cooperation.
Nonetheless, it would be interesting seeing how this faction would turn out, and I've heard good things about their faction leader.
