perm ban appeal timers

I think it would be good if perm ban appeal was reduced from 6 months to 3 months because this is more then enough time for people to realise they did a fuckup and come back to the server as better players this would benefit me in no ways this is just for other people not me for sure

Just get permission from Head Admin+ to re appeal before the 6 months.
