Rubber bullets for the NYPD

My suggestion: Add a bean bag shotgun (just make the normal Patrol shotgun a green model and reduce the damage maybe?)

This would be a good 3rd non leathal option apart from the taser and the batton and also an improvement for riot control.

It would also be a good opportunity to shoot minges in the leg/warn them without fataly injuring them.
