Reason for blacklist (if given): I don't think there was one and if so I don't remember.

Why should they be returned?: I've gone roughly a month+ without my PET Flags and I understand that they're a privilege. I am sorry for any actions that I caused with them and I've learnt that I shouldn't do it again.

Reposting since I'm confused on why it was denied.

not only do i believe scar has learned from previous mistakes, but also believe he's changed completely and wont expect any trouble to be coming from him
