Adding bicycles to the server can definitely help newer players in getting around faster (i.e. for their oil shipment runs) and have the potential for creating another avenue for RP (bicycle competitions, cycling groups, bicycle gangs, etc.) It's New York City, cycling is a popular mode of transportation (especially for people down on money).
For pricing, maybe $1,000 or $2,000 for the bicycles?
Imagine if you will:
It is 1985, you finally arrive to New York City's worst neighborhood, Southside, with only $50 in your pocket and the clothes on you. Some Asian guy comes up to you and asks you if you have any oil to sell. You don't know what the hell he's talking and then he decides to teaches you about. About two more trips and you've made yourself about $10,000 on oil alone (after buying a bank account and all). However, you're tired of walking all the way to Warehouse 4, getting ran over by Dodge Monaco's, and need some reliable transportation. Cheapest car, a $10,000 Chevy El Camino or Fiat. If you buy it, you'll wiped out of your money. But wait, why not buy a bicycle? Relatively inexpensive and it will get the job done (moving between point A & B).
