Add moonshine as an alternative to weed, something like
gas station NPCs sells sugar
vending machines dotted around the city sell water (and other beverages like coke and such, common and cheap enough to be a valid substitute for hot dog vendors)
man by the docks sells yeast and a Moonshine Barrel, a 3x3 item that functions the exact same as a weed pot. BUT:
Instead of 'watering' the barrel, you put in a bag of Yeast, a bag of sugar, and a can of Water in. After 10 minutes, the barrel produces one 'Jar of Moonshine'. The man by the docks will buy this for maybe 600 - 900. They also count towards the 'growable entity limit' (the thing that keeps you from having over 5 weed pots) so you can't have 5 pots of weed and 5 barrels of moonshine at a time.
ALSO: Vending Machines can occasionally break down, meaning nobody can buy anything from them until a City Worker (civilian faction) repairs it. The city worker gets 500$ as a reward, and people get drinks again.

As a consequence of moonshine being more profitable than weed, it should OCCASIONALLY (every 2 minutes and 30 seconds) make a 'HISSSSS' sound to clue people in that you're brewing pappy crap. This is NOT meta protected, and anybody who hears the noise has heard the noise ICly.
