1. The only risk there is in drugs is if the NYPD catches you. NYPD patrols are ineffective on that matter, so there's basically no risk in selling drugs except if you're dumb enough to get caught.
2. I understand the suggestion, however the thing is, the server is supposed to be more focused on illegal activities and crime in general than the legal side of things.
I do think it would be interesting to have player-owned properties and businesses instead of it all being restricted to a faction, more legal rackets and generally more business RP and whatnot, though I doubt this is even possible because of the player base, map, or whatever other issues.
Highering the amount of money you get from starting jobs could be... useful? But even then it wouldn't exactly fix anything. It may even be kinda pointless tbh.
It's better to have new jobs, and generally have the players create more RP than improve the 3 jobs you can have.
