If anything, police should be far more downsized to suit the criminal roleplay. As it is right now, charges for crimes are purported FAR above real life sentencing laws, so why is it that they get to arrest people and charge them IRL fees for doing crime in a MAFIA RP?
Keep in mind that corruption in the police force is rare enough and PKable (which is kind of stupid because Mafia and bribed/corrupted cops go hand in hand). Furthermore, Judges CAN'T be corrupted, which takes away from the other half of Mafia RP because that was HALF THE PERKS of being in a mafia; Bribing local officials is a staple of organized crime.
With all these disadvantages against criminals, IN A MAFIA RP, how the fuck is it fair that they also get to maintain a massive police force of incompetent, under-trained and over-armed dipshits that have had multiple IA complaints and no attempt to reform their department? Why are they given so many advantages when this RP is supposed to be centered around the Mafia?
These disadvantages to criminal stuff are counter-balanced by the many advantages they enjoy. Anonymity is a big one because, unlike boys in blue, you can't tell who's a criminal on sight alone. This creates a dynamic where the criminals often know who the police are while the police have little idea who the criminals are. Furthering from this advantage is the ability to generate networks of people and proxies that make tracking down operations kind of a pain in the ass when executed properly. With civilians in the mix and savvy networks of criminals, the police should (and I think probably do) get a kinda rough time of things trying to track down whole operations, that's what makes up the core of the game play loop. It's a game of cat and mouse named after the aspect which makes it most distinct from the other game modes.
TLDR: Police probably do big stupid stuff that they shouldn't do and that should be reduced where possible, but their presence as a major faction is not only probably fine, but is a healthy and necessary part of the game play loop of mafiarp.
