I'll make my final argument here.
I understand that police add to the fun and risk of being a criminal on the server. But just as having a criminal city with no police would be no fun and a slaughterhouse, having an over-policed state with 25+ police officers patrolling every square inch of the city takes away from the element of conducting shady affairs in remote areas, or even shady parts of town (that cops are meant to avoid- you know, the whole FEARING FOR YOUR LIFE thing).
Say you wanted to run an illegal underground boxing ring. Pretty cool, right? Finding some unused property and setting up a quick match, taking money from bets and entry fees, then shutting down to move to another area. A great racket and something that most police wouldn't be particularly prioritizing because of the litany of other, more serious crimes prolific through the city. But with 25 police officers on, who the hell are you gonna attract as an audience before the first rookie cop shows up with an M1 carbine and brings his 10 other friends to come and shut down what couldn't even start in the first place?
The point of cops is to give the *vague* impression that one is at risk of being caught. The police should be heavily outnumbered most of the time, because they have the backing of a blank check, free weapons, radios, the backing of PKs and a whole litany of other privileges. They are MEANT to be in the great minority, because even the mere presence of *one* officer should be enough to deter criminals away. Crime families *especially* are supposed to fear cops, because killing or messing with one is risking the destruction of their own business or moneymaking avenues.
25 cops is overkill. Sure, people can go pick up their shipments and sell them to their NPCs through a mule, but that's just keeping the gamemode dull. More illegal opportunities like illegal boxing clubs, or small gambling rackets, or whatever other imaginative or creative thought to add to the experience is just brutally crushed back to the monotonous NPC systems we're stuck with for the bare minimum.
Criminals and civilians should be heavily outnumbering police most of the time. That's all I'm saying. That's how you keep the police busy and prioritizing the bigger cases, allowing for lesser crimes like what was named above to foster and manifest from bright mischievious minds. And it will help ensure that those lucky cops who get to represent the PD are held to high expectations, so they will become bastion of responsibility and professionality.
