And to add to your second comment the commerce commission handles businesses but why can't a crime family or faction do something other than a restaurant, bar, social club, or casino. There should be a lot more diversity with how not just legal factions should be able to make money. Thats why I loved MP's system which allowed a illegal faction to also have an actual "racket" Which could be cigarettes that they sell to civilians who then sell it to an NPC.
