After saying that I was heading to my property, he couldn't arrest me for illegal open carry. If I gave him my ID, it would make him think I had a license and would make him be less guarded and less likely to get out his gun when I pulled out mine.
I was the handling staff member in the sit that caused the perma ban. So as I saw the situation, a cop came up to you asking for an ID cause of the gun on your back.
You give the cop your ID and kill him while he was checking your ID. The cop did't escalate the situation further than asking for ID. At that point you where not detained or under arrest nor any force was used against you. based on the first part of rule 13 stating "You may attack Officers if they attempt to Arrest/Detain you or a member of your group. Knowing that an arrest or detainment would lead to a FELONY charge" I don't think checking an ID will fall upon this rule even while you have an Illegal firearm on your back. Since no force was used upon nor being arrested or detained occur and you did comply with letting the officer check your ID. I did't see much RP in this encounter.
With all of your past offenses along with this situation you did have enough chances to not break server rules.

Even if you didn't escalate it to actually having him arrest you, you shouldn't have given him your ID to lock him in a screen and then kill him. If you were going to block the situation entirely, you should've done so immediately after asking why he wanted your ID or when he went to tase you.thanks, even though its a -1 i know your a cool guy
If you know an arrest is going to lead to a felony, you can resist the detainment entirely, but from what it sounds like, you didn't even ask if you're being detained. You cooperated, gave him the ID, and then attempted to escalate it on your own. I don't feel like you properly followed escalation or really intended to roleplay that encounter.
Now, on the other hand, I'm not going to comment on the permaban. My experiences with you are limited but have been mostly positive, so anything I said in that respect would be biased. From my perspective as a staff member, you've had many, many chances and still decided to do scuffed stuff like this.
