Montana was definitely in charge and calling the shots up until the day Waffle's pedophilia came out and he sided with Waffle. Once that happened, he gave everyone Don's whitelist release and attempted to sell the family. Pendred stepped in, said it couldn't be done, family was renamed to Elm Street and given to Thrax. From there, UA gave everyone the choice to either go back to the family or leave, clean.
Thrax needs to learn this and let it go. He lost members because of the previous Don. It is what it is.
