Consumption of Drugs /me & effects

I like this idea, I don’t know if any scripts for this exists though. It should be possible to see if someone is on drugs however.

The /me ideas are already scripted would just need to be edited and repurposed for the different items. Health regeneration and armor I don't think are scripted but I do not imagine it would be difficult to pull off.
