This suggestion is to add automatic /me to using drugs and making drug use more beneficial, encouraging people to keep supply of drugs rather than only selling and trading them. Similar to when someone uses the cigar item. This would presumably not be a difficult endeavor in LUA scripting as I assume code can be reused.
1. /me visible usage of drugs/alcohol
Realistically you cannot just use drugs (and alcohol) without being visibly seen smoking, snorting, or otherwise consuming the drug. This first half of the suggestion is that using drugs should be visible to those within the /me range. For example when using cocaine:
**(player) cuts up a line of coke and snorts it.
This would make it not some OOC thing that can't be detected without maybe RPing a drug test, if that's not powergaming.
2. Effects
Currently only certain drugs have actual worthwhile affects from my knowledge. The only drugs that any factions have as their rackets right now, at least the ones trading, are weed, heroin, LSD, and cocaine. Which in and of itself is limiting but it is what it is.
All of these in the short-term heal the player and have similar withdrawal affects. Cocaine is one of the useful ones, when using cocaine baggies your character's speed increases. My suggestion for drug affects are:
Heroin: Add armor to the player, keep the decrease in speed.
Weed: Add health regeneration to the player.
Cocaine: Keep as is, speed increase to player.
LSD: Actual hallucinogenic affect or the same
Quaaludes, MDMA, Opium, Meth: No clue and they aren't even really in-game as no active faction has them as a racket.
