I still want to enforce order in the underworld with laws, security, trust systems, etc. Players need to know the underground laws. Your secret society needs to have at least one agency that makes itself present to the players which informs and manages the underground community through underground advertising campaigns that enforce the rules in your constitution. I believe faction members and recruits should undergo an ''educational'' program that informs them of their allegiance to a higher authority existing in the underworld. Players should be educated on the constitution that enforces the laws so they are actively conscious of the rules. I believe this will influence the behaviour of players.
You can spread advertising campaigns through rumour (laws), educate recruits and faction members, get recruits to agree to the constitution, etc.
Fair enough if you're a secret organization. But, I propose you enforce these laws through a third party that inexplicitly states that faction members are governed by the laws of a higher authoritative power and put this into action by actively making players conscious of the laws.
You don't necessarily compromise your secret society. You can have influence on south side by having an agency/secretaries speak on your behalf. This also allows new job positions and encourages role play on the server.
