With the clips provided, I think it's fair to say it wasn't RDM. Sure, in retrospect the intention may not be to shoot you and to shoot at the police, but as you were scarily close to the shots, it's fair to shoot back. Players who shoot into a heavily dense area, with the intention to kill a specific target shouldn't expect to not receive a fight by someone they are shooting almost directly at. Especially at the distance they are at.
Not every scenario can play like this though. If someone shoots someone at a completely different direction, and you kill them, that would be RDM. But that's why we review things by case and rules cannot be specific.
