Make Kevlar or another form of Armour, a Buyable Shipment or Item through the Black Market Dealer, Faction NPC's or a Class 4 Licence Item only buyable from Underground markets from Light and Heavy Gun Rackets

Reason: Police have Access to Kevlar. Why not Criminals & Civilians

Balancing: The Balancing is Done through Accessibility & Price of the Item making the process extensive, expensive &/or exhaustive for Non Police Characters to acquire it, or Altogether a new item, I/e a new buyable item which gives less Armour say 50% or 25% armour rather than the 100% that Kevlar gives to Police.

I would be in favor of partial kevlar being a blackmarket item, something like 25-50% of the police kevlar.

+1, as long as its appropriately balanced to fit the server. Was actually gonna suggest this myself.

As a Black-Market item this would be great, however, as for realism. It wouldn't be ideal for Civilians to get ahold of these police-issued items in New York.

Why should cops have better kevlar?

For the same reason they have Kevlar now. It just gives us a sporting chance to have 50-75% Kevlar. 
Think standard bodyarmor vs. Police webbing /w Plate Carrier. Both are useful- one obviously more protective than the other.
